I'm building a HRE force and looking at my options for Dragoons. The way I read the entry I can use either all Swedish Dragoons or all Prussian Dragoons or a 2/3 to 1/3 mix of Swedish Dragoons to Prussian Dragoons respectively.

Do I have that right?

Sorry for such a late answer, I hope you had fun building your army and as long as you used Western type dragoons, no one will mention it.
From the main post I took: "3. Dragoons (any type) - [a] and [r]- Swedish dragoon set SWE-9, supplemented by some models of Brandenburg dragoons."

So, you can just use Swedes, but to make it a bit more fun you can mix in some Brandenburg dragoons. Most important is using Western type.

A newcomer to this game
Are there any smaller sets of Streltsy, or do they only come in the regiment sized box please

They are only available as regimental box.

Couple of questions regarding Moscow models:
1. From the first look I don't see differences between Musketeer Soldats (with berdishes) and Streltsy. Are these models can be [r] or at least [a] to each other?
2. The same question regarding Servant Cossacks, Don Cossacks and Cossack Boatmen?
3. Can Polish Tatar Cavalry have Crimean Tatar Warriors as [a] for their squadrons?
