Hi.

Does the above 20cm rule
(need to be more the 20cm from a enemy Unit) apply to disorganized Units??

or

Can they be with in 20cm and the 20cm rule only applies to fleeing units??

It does only apply to routing units.
A disorganised unit rallies in it's spot and does not move. (You just put the base signalling the disorder back to the facing of the unit).

As a follow up because it seems that I have played it wrong all the time:

If I want to rally a FLEEING unit has this unit to be 20cm away from enemy units BEFORE or AFTER the rally attempt?
Until now I played it so that the fleeing unit has to be already 20cm away from enemy units before I can even attempt to rally it...

I think its only after. But if it can't get to a suitable spot, yhen it can't rally at all.

No. It does not matter if the enemy is in 2cm or 20cm away from your fleeing unit.
All you need to check is if they can be placed 20cm away enemy after the test. If there is no place for them to rally then do not bother with the test.

Technically, first you rally a unit, then you reform it. It is the reformed unit which must be > 20cm from the enemy (but within a basic move from each bases' original position). If you cannot reform, then the successful rally wasn't successful after all.

Precisely, so as you can measure any distances at anytime you can just check if reform is possible, to save an Order.
