Probably asked before, but when do you suffer from the Shooting After Movement penalty with a Movement order?

Do you always receive it, no matter whether you actually moved the unit or not? Or do you only receive it when the unit actually moved?

Always. It doesn't matter if you moved or not.

Having a movement order means the unit is set up for moving. So it moves better, but has penalties for shooting. With a defence order the unit is set up for combat. So it has no penalties for shooting, but it moves at a slow pace.
