I have tested Servant Cossacks and field fortifications lately - their poor tactical discipline is not good for defending fortifications. Same story for Mounted Cossacks. Still great option when You play river crossing. They are also 5 new scenarios to be published in Deluge rulebook and I guess that more field fortification options are going to be given.

And with the low number of points available for this skirmish force, they might end up being on the defensive more times than not.

True. Remember that You can have 3 roosters prepared to choose form on a tournament so You can choose this list when Yo face an army You are sure You can defend against with lower FPS.

Still Cossacks have poor tactical discipline which makes then harder to use with field fortifications.

I am new to the rules so please help me understand why Poor Tactical Discipline makes them a poor choice to defend fortifications? Would they do better in the open?

No. They are good when defending fortifications but they get -1 to combat resolution due to theirs poor discipline. They get +2 from fortifications so their poor discipline makes them less effective.
